The group of experts who represent our financial services members

Matthew Fell, director for competitive markets

Matthew Fell is director for competitive markets, with responsibility for leading CBI policy on financial services and the creative industries.  He is also responsible for the CBI's work on the knowledge economy including digital and intellectual property issues, as well as corporate governance, company reporting and competition policy. Matthew joined the CBI in July 1999, and his previous roles include head of corporate affairs, head of enterprise and senior policy adviser for manufacturing.

Heather Townson

Heather Townson, head of financial services and corporate governance

Heather leads the CBI’s work on financial services and corporate governance. She focuses on the wide range of regulatory reform under way in the financial sector and those issues that affect companies' organisational, ownership, reporting and governance arrangements more generally. Heather is a chartered accountant and is seconded to the CBI from KPMG where she works in the Financial Risk Management advisory team. She previously worked within KPMG’s audit practice, focusing on financial sector clients.

James LeviseurJames Leviseur, policy adviser

James is a policy adviser in the Financial Services team, working on UK and EU financial services legislation, such as the Independent Commission on Banking, CRD IV and MiFID. He also provides financial services input to CBI projects, including on Unlocking Business Investment and Encouraging High Growth and Export Champions. James previously worked as a researcher in the UK Parliament. He has a BA from Oxford University in Philosophy, Politics and Economics.
